I do not think a D1 basketball school (men or women) can split scholarships, so I think he had a full scholarship.
Football at FCS and most if not all other sports can split scholarships to a certain degree. I think in football the 63 scholarships can be split among 85 players to reach the FBS level. In FBS I don't think they can split football scholarships, all are full scholarships.
You are correct in that they do not have equivalents in non-FCS sports, but they do not have any dollar associations either. So he may only receive Academics assistance (say a player chooses to live locally), but it would count as a full scholarship.
